One measure of "success" constantly paraded by the prohibitionists is the seizures of drugs we hear about nearly every day. Interestingly, the huge majority of seizures involve marijuana. While seizures of this plant have increased dramatically (five-fold) during the 1990's, seizures of cocaine and heroin have stagnated or even decreased.
In every sense and in every case, these seizures are doing nothing to affect the prices or use of any of these drugs.
